Tracy Phillips, CEM, CDSM, LEED-AP
President, Energy Consultant
Tracy is an AEE Certified Energy Manager, Certified Demand Side Management Professional, and LEED Accredited Professional, and performs comprehensive energy system audits equivalent to the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE) standards Levels I, II and III. He has 16 years of experience as an energy consultant, and has performed low-level and investment-grade energy audits on a multitude of commercial building and HVAC system types. In addition to energy audits, his experience includes development of spreadsheet tools for energy conservation measure analysis, short-term monitoring of HVAC systems and data analysis, commissioning, measurement and verification, and energy modeling.
Among his notable projects, Tracy has managed multi-million dollar energy savings performance contracting efforts for cities such as Laramie, Cheyenne, and Casper, as well as for large institutions such as the Buena Vista Correctional Complex and the Colorado Springs School District No.11. This involved turn-key services from the initial energy audits, identification and analysis of energy conservation measures, water conservation measures, and renewable energy applications, development of the financial packages, commissioning of the measures after implementation, and measurement and verification to ensure the energy and water savings targets were being met.
He is also currently serving as the technical lead for the Environmental Defense Fund's Investor Confidence Project, working with a cross-functional team of industry experts to assemble existing technical standards and best practices into a straightforward set of protocols that define a clear road-map from efficiency opportunity to investment quality project with reliable returns and access to markets
Tracy has performed thousands of energy audits on a myriad of building and system types, in support of utility demand-side management programs, federal programs, and other energy-savings initiatives and programs. This experience has provided him with a detailed understanding of system operations, energy savings technologies, and analysis techniques.
Many of his projects have focused on measurement and verification, in support of LEED certification efforts as well as energy savings performance
contracts and demand-side management program evaluation. This has provided him with sophisticated and detailed instrumentation and monitoring techniques using both remote data logging equipment as well as building automation systems.
Tracy has commissioned new construction, as well as provided recommissioning services for existing buildings. These efforts were designed to ensure that building systems operate according to the design intent, and to optimize system performance.
Tracy provides third-party review services in support of utility sponsored demand side management programs, as well as in support of Energy Savings Performance Contracting (ESPC) projects. He is currently a reviewer of ESPCs for the State of Louisiana under a contract with E/S3 Consultants, Inc, and has performed technical oversight for DSM programs sponsored by SCE, SDG&E and PG&E.
Tracy enjoys his active participation on the International Performance Measurement and Verification Protocol (IPMVP) technical advisory committee,
presenting on various industry-specific topics at national conferences, and was one of two authors of the latest revision of the exam administered by the
Association of Energy Engineers to certify measurement and verification professionals (CMVP). Most recently Tracy joined the Lafayette Energy Sustainability Advisory Committee, which works to develop projects and funding for local City projects and advise the City council, and he currently acts as the “Energy Champion” for his children’s Elementary School, including initiating and conducting a K-5 sustainability and energy awareness group.
Tracy lives with his wife Stacey of 14 years in Lafayette, Colorado, and has two sons, Morgan (10) and Ryan (6). He enjoys playing ice hockey, softball, bowling, swimming, raising two energetic, socially responsible boys, and making his wife happy.
