Tracy Phillips, CEM, CDSM, CMVP, LEED-AP

Tracy Phillips is a Certified Energy Manager and Certified Demand Side Management Professional and performs comprehensive energy system audits equivalent to the ASHRAE standards Levels I, II and III. He has 16 years of experience as an energy consultant, and specializes in third-part measurement and verification services and retrocommissioning. His experience also includes technical writing, master planning, ongoing commissioning, LEED-related support services, and energy modeling. Most notably, Tracy is currently acting as the technical lead for the EDF's Investor Confidence Project, which involves assembly of existing technical standards and best practices into a straightforward set of protocols that define a clear road-map from efficiency opportunity to investment quality project. He is also an active member of the IPMVP technical advisory committee, helping to revise and define M&V best practices, and was a co-author of the AEE's exam to Certify Measurement and Verification Professionals (CMVP).

Jessica Lorentz has over 15 years of experience as an energy engineer with expertise in building energy analysis including energy auditing, retro-commissioning, commissioning, short-term monitoring and trending, measurement and verification, energy education, energy modeling, renewable energy analysis, daylighting, LEED and green building practices, greenhouse gas emission reductions, and economical analysis. She specializes in diagnosing and optimizing energy efficient strategies for HVAC and control systems to provide energy savings and improve thermal comfort for clients. She has completed over 125 projects encompassing a broad range of facilities including: office buildings, laboratories, university and research facilities, sports and recreational facilities, hospitals and healthcare campuses, schools, hotels, courthouses, military complexes, retail, supermarkets, and industrial buildings. She has also developed many analysis tools and standardized energy audit and retro-commissioning processes and forms.
Ms. Lorentz is an experienced project manager and has also managed energy teams. As a team leader she has experience with management of multiple projects, budgets, staff, and contracts. She has excellent verbal and written communication skills.

Kevin is a seasoned commissioning specialist with 13 years of experience diagnosing and commissioning new and existing building systems. His experience includes planning and implementing commissioning activities, including functional performance tests and short-term monitoring, on HVAC, refrigeration, commercial kitchen equipment, lighting, and control systems in commercial, industrial, and institutional buildings.
As a project design engineer, he has performed piping, duct, load and sizing calculations for systems and equipment. He also has extensive experience with drafting/CAD redlines, permit and construction documents, as well as review of documents from all trades for coordination purposes.

Jim has more than 24 years of experience in HVAC design and analysis, performance contracting, DSM utility programs, and energy project measurement and verification (M&V). Jim’s experience includes providing expert witness support for many contested energy service performance contracts.
Jim provides primary client support, technical direction and analysis, project management and oversight for numerous projects. He has substantial expertise in the design and commissioning of HVAC systems, monitoring of commercial and industrial energy using systems, energy use modeling and simulation, and the development, use and evaluation of engineering algorithms and techniques. He has designed and overseen the implementation of numerous rate payer funded DSM programs, energy performance contracts and performance measurement and verification programs for both public and private entities.
Dr. Bradford is a contributing author to the Federal Energy Management Program (FEMP) M&V Guidelines, Ver 3.0. Dr. Bradford holds a PhD and MS in Civil, Environmental and Architectural Engineering from the University of Colorado and a BS in Mechanical Engineering from Montana State University. Jim is a registered Professional Engineer.

He has successfully completed over 200 projects utilizing the DOE-2/eQuest energy simulation program and customized database modeling software designed for program evaluation for commercial, institutional, governmental, industrial and residential buildings. He has analyzed various energy conservation measures and performed life cycle cost analysis and developed required baselines, i.e. Title-24, AHSRAE, Existing or Utility. Eskinder is also well-versed in measurement and verification, end-use monitoring, commissioning, and design assistance.
